Tried damn near everything and getting the same issue.

Figured it out, Windows 10 exploit mitigation interferes with it.
I have not isolated which mitigations interfere, so for now I recommend turning all of them off by default.
1. Go to PC Settings, and in the search bar type "Exploit protection"
2. Go to EACH setting and select "Off by default"
3. Restart your computer
Note that this will not disable exploit mitigations for programs that want to use them.
