I was wondering if it was possible to uncap certain skills like meditation, rest, first aid, and so on even though the books don't exist even on live. Additionally wondering what the community would think about uncapping these skills and perhaps making the ways to train come from new content.

It seems to me that they are slowly adding ways to get new skill ranks on said skills that are capped. They have to implement new ways to get rank ups on these skills, but they have to carefully integrate these drops into the game, so I'm sure they will add skill ranks bit by bit.

To add to what Flandre said, they also must make sure it's all hard coded correctly. Every skill rank is hard coded (even for monsters I'm pretty sure), so one uncap is a lot of work actually. It also seems that they currently HAVE to use an item to force a rank up.

It doesn't necessarily have to be an item, an npc could directly give training for the skill for example. However, it is impossible currently for them to change the actual training methods, so making charge have regular skill training requirements for the rest of its ranks would currently be impossible for example.
