MabiPro: The Authentic Old-School Mabinogi Experience

I am on an Elf with lvl 16 exploration, and I can't seem to find the quest (it's 480 gold/lvl 16 to unlock I believe) to receive the book to make the Glowing Stone Gargoyle statue from the pieces. I know it's from Qillia Base Camp's exploration board, so do I need to complete the Rano mandatory quests to unlock it? Or does it have totally different requirements in this version?
