Exploration Levels and Skill Reseting

For skill resets to be available via Duncan (or otherwise) I know you have to be below lv 100 but do the levels gained from Exploration count towards this total?

They are not cumulative, but having 100 exploration does also remove the ability to reset.

80/80 = reset OK
100/1 = reset not OK
30/100 = reset not OK
