Just find out a dumb way to scale the UI without full screen

Open the magnifier by pressing "win" and "+"
Remember to uncheck follow the cursor in setting
Place the magnifier window and game window in the desired corner
press "win"and"+" again to enable
"win" button won't work when you are focusing the game window,
remember press "alt" and "tab" to switch to another window
