Upgrading Magical clothing

Hello, I would like to suggest to be able to upgrade magical clothing like the Long Swordsmanship Uniform to have regular cloth upgrades, atm it says it can be upgraded 0/3 but there is no NPC that shows any options for upgrading the item and I would really like to be able to upgrade my dress.

I am unsure what NPC is supposed to upgrade the item, but there is some items that show upgradability but really aren't upgradable.

Using Simon would make sence, given "Magical upgrades" don't exist(I think).

Simon or a lesser used Tailor NPC would be nice.
