Title says it all. Seems odd to be a magic weapon that doesn't allow meditation running, blaze, and fusion bolt.
If evaporation needs to be applied as well then so be it.

Currently Magic usage doesn't use up any durability of the staff. Considering that and no meditation I'd say its pretty balanced.

No doubt? Almost on the fence now... The meditation is still a heavy draw back through.
