So, ranking enchant eh? Well! Let me warn you, as you start hitting the higher ranks the more enchants you're going to need.
The following are places you can find quick burns or enchants:

Edern's shop - Back in /my/ day we used Edern for easy burns if we didn't want to grind dungeons for them. He tends to sell intricate burns on each channel, and his shop resets @ midnight game time.

Alby normal - I know... this dungeon... it's really boring, but it's very quick to run and get actual enchants from the end chest. Also, keep in mind it drops mana herbs randomly as well, which you need en masse for burning.

Briana's Music Shop inside Tara Castle's 2F - Briana sells a variety of burns, the cheapest ones to purchase are the Artless Lutes (2.5k gold). I recommend stocking up on those, and waiting for her shop to reset each night @ midnight game time.

Lroding - I know this isn't the fastest way to gain enchants, but I wanted to include it on this list, since I personally love exploration. Plus, who can go wrong finding junk gear/weapons that you can NPC for gold
Holy Water problems? Don't fret!
1.
Comgan's Part-Time Job - Comgan offers holy water as a reward for killing 4 goblins on the basic part time job. If you want to put all your alts in front of Comgan, and log on each one everyday game time, that's the best way in my opinion to gather fast holy water. You can turn in starting @ 4pm. Also, stock up on goddess wings, you can drop into barri dungeon, kill the goblins, and then quickly wing back out to Bangor.
Last quick tip:
When I ranked enchant, I made sure to put as many enchants as I could on only tailoring kits. They are cheap to store in the bank and only take up 1 space in your inventory which is awesome amirite?
