I dunno what it says, but you need to either do the tutorial, or skip the tutorial, believe that's where you're at. You can't just walk to vales, have to choose an option. Forget whether the girl or the crystal ball is the one you talk to though.

You can skip it by talking to the npc with the keyword you got at the start. After that you can go to Vales
