You're missing the point, the reason why there's no tecnology when magic exist that makes it easier for their errin life, which same goes for tecnology in our world, that being said , there aren't many reason to do so research on tecnology in errin world.
The guns existed long and were hidden until that day, they were meant for giants who don't excel magic. when they were found it and it went viral, that's how it became common for everyone, atleast that's how i think. i don't know much about the lore of ancient elves/giant in mabinogi though.

I want to point that:
There is no CM that actually plays in nexon, that's why players have two choices which is file the ticket and report it or quit, you would never notice these people did quit because the community is bigger. Also, in the adult world, a cop would like to have talk with you, I bet you wouldn't able to tell him straight.
Using blacklist doesn't solve if the offender is affecting more than one person. Especially with community manager has to take care and make sure everthing is dandy. Also there's a huge flaw, If the offender is in blacklisted, it can be manipulated and change the story.
You got problem with someone? talk in private and settle it with that someone, Talking in public just makes worse.
Wouldn't make easier just people try to behave well and be civil?

if someone isn't doing one of these things ( with room for suggestion of course, such as for spamming, scamming, those kinds of things ) i believe people should have total freedom to say whatever they want without repercussion. mabinogi wasn't like mabipro, with people of all kinds, friendly, rude, toxic, creeps- and while they were never punished by nexon, they also served to create the large, diverse community of live mabi.

my suggestion is to drop this "pernicious behavior" clause, let people do and say what they want, of course, within reason! nobody should be ruining anyone else's game experience - that's why the blacklist EXISTS, to remove these troublesome people from your experience. that should NOT be up to gms, of course, unless it is bypassed.

Got stuck midway? Stuck at character selection for first time after fresh install?
There's few solutions can be fixed, first things first is, did you run installer as admin? Uninistall and run installer as admin
if you think you got stuck at midway installer, let the installer finish, don't cancel it. it should work like charm
Stuck at character selection or got code.client.msg.error 5?
There's chance that your installer got interrupted, cancelled or didn't install properly due permissions
Uninistall and install on different location other than c:/ , c:/programfiles or c:/usues, creating a folder in c:/ is fine
It should work after installing
If you ever get this issue patching
There's a chance that file got deleted by your antivirus, so you'd have to disable it the real time protection or add exclusion list.
First, delete the folder/zip file named 281_to_282, it's in mabipro folder, you can access it by clicking right click, then search for it
There are two ways to solve are

Crashing when you talk any npc or map
This is mainly issue on TTF enabled by default in Astralworld, It makes text bigger, the bigger text is, the more resource intensive will be, eventually it will crash, since the text gets rendered. disabling will make go default text.To fix that, Do EnableTTF=0 and UseBitmapFonts=0 in Astralworld.ini
